Upper Clatford Parish Council has a vacancy for a new clerk and responsible finance officer (RFO).

Salary: £15.58 per hour (subject to notification of 2025 annual local government award)

Hours: 15 per week (flexible timings)

Holiday: 28 days pro-rata plus public holidays.

Plus: Employers Pension Contribution of 3%

Plus: Homeworking Allowance

Working from home, the clerk's hours are 15 per week including attendance once a month in the evening for the monthly council meeting.

The clerk’s role is essentially one of managing the Parish Council's business and its wide-ranging activities. Applicants should be able to demonstrate excellent administrative, financial, and communication skills, have good IT knowledge, and be well-versed in Office 365, Word, and Excel. It is also essential to be able to drive and have transport.

Training is provided through the Hampshire Association of Local Councils courses and there is the opportunity to undertake the Certificate in Local Council Administration (CiLCA) qualification if not already held. On the job training and support will be available in the first month of work to ensure you are more than equipped to undertake this role.

This is a great opportunity providing a platform for someone thinking of a future career particularly in local government or equally suitable for someone looking to work part-time who wants to make use of their skills and experience.

The work is varied and can be challenging but the rewards are great in terms of delivering something valuable for the local community, supporting the amazing group of local councillors who are all voluntary and an opportunity to develop a wide range of skill sets like accounting and public procurement. The Clerk and RFO role is the absolute lynch pin of the council – so you will be an essential part of this team.

You will need to be a self-starter, very capable of working under your own steam and confident in dealing with people at all levels. Basic accounting forms a big part of the role in particular and so you will need to be comfortable with handling and presenting accounts and operating basic accounting software. Taking minutes for the monthly meetings and preparing the agenda is another key part of the role. Another aspect is managing the website for the council ensuring documentation and news is up to date. We don’t expect you to have all the knowledge to start with but if you are keen and willing to learn that’s a good start.
